Mine Mine no Mi will be the foundation of your server (if you're after a One Piece server that is). From my experience, a lot of players want just raw MMnM and the other half want more content through other mods. As a server owner, it's your decision on how to resolve this.
Just be sure to test potentially game-breaking features of new mods you add, for example, mods which introduce storage items may interfere with MMnM's "One Fruit Per World" config option. Another example would be a mod which allows fast swimming, making Fishman passive somewhat redundant.
As a general rule of thumb, don't add mods which introduce storage items. If you insist, then at least disable their recipe using CraftTweaker (more info in Config page)

Also, this isn't a mod but something I found which multiple players abused, is redstone itself. Not only through the obvious placing/using it, but also through the inventory. It would freeze the server indefinitely. Don't ask me how they did it xd, just know that after I disabled redstone, we didn't get a single instance of that lag again.
To disable it, I just used MCreator to remove it from inventory every tick. War crime, I know.
Side note but if you're not a modder, don't trust others to make mods for you, or don't have time to learn modding, then don't be afraid to use MCreator. It's not the best workaround but it gets the job done. I know a lot of people dislike this view, but heyho, do what you want.

- Thut Essentials (allows players to freeze & rollback the server using /claim)
- Enigmatic Legacy (makes some MMnM features semi useless)
- Ice and Fire CAN crash the server if used with Performant. More info in Config page. Dragon griefing may also bypass protected areas.
- Mods to display Discord chat in-game and vice versa can lag the server
- Performant (solvable, see Config page)
- ThutPerms (generally buggy)
- Islands (opening sea loot with treasure maps will lag the server like no tomorrow. Wynd patched it for me, he'll probably share it with you. Unless he released it publicly already, idk)
